The European Union is clamping down on digital asset platforms as part of its economic restrictions against Russia. In its latest regulatory package, the EU officially added cryptocurrency exchange HTX—formerly Huobi Global—to a growing list of offshore entities accused of helping Russia bypass international sanctions stemming from the war in Ukraine.

Closing Digital Loopholes in Global Sanctions

According to the European Council, HTX is among 18 entities offering crypto-asset or payment services that undermine the EU’s economic measures. European officials noted that these platforms facilitate financial connections for Russia, allowing funds to bypass traditional banking bans and European compliance checks. Under the new ruling, any EU-based operator is barred from conducting transactions with HTX or any of the other listed entities.

This decision aligns the EU with actions already taken by the United Kingdom, which sanctioned HTX in May after citing reasonable grounds that the exchange facilitated services linked to sanctioned entities. HTX, however, has maintained that regulatory compliance remains its absolute top priority, stating that it actively monitors local legal frameworks to ensure it strictly adheres to regulations in every market where it operates.

Tighter Rules for Crypto Platforms Across Europe

The action against HTX arrived alongside another major enforcement update targeting Belarus for its involvement in the regional conflict. Under the EU’s Markets in Crypto Assets (MiCA) legal framework, Belarusian nationals and residents are now explicitly banned from owning, controlling, or managing crypto exchanges and digital asset service providers anywhere within the EU block.

Together, these coordinated steps signal an aggressive shift in how global regulators handle offshore crypto platforms. By applying the same strict standard to digital assets as traditional banks, European authorities are making it clear that crypto exchanges will no longer serve as an easy workaround for international financial restrictions.
